Hartford Official Charged with DUI Questions Her Arrest

Hartford’s Mayor Pedro Segarra recently fired the city’s deputy public works director, Rhonda Moniz-Carroll last Monday. A few days after this incident, she was caught in an accident at the intersection of Farmington and Prospect Avenues.

According to the authorities who arrived at the scene, two cars have already collided, with one of the drivers identified as Moniz-Carroll. She was reported to be intoxicated and reeking of strong alcohol odor. Police charges include failure to drive in a proper lane and driving under the influence of alcohol.

She was then taken to St. Francis Hospital and Medical Center to treat her ankle injury and concussion. The cars involved in the accident included the city-issued Ford Escape that Moniz-Carroll drove and a 2006 Nissan Altima, both of which were damaged due to impact.

When approached by the police, she was said to be questioning the authorities about her arrest telling them, “Are you serious? You’re going to arrest me! Do you know who I am?” and “Does Chief [William] Long know you are doing your job and arresting me? Do you know who I am?”
